Foster Morrison Consulting, Ltd. (Foster Morrison), is an emergency management consulting firm with staff expertise and experience encompassing all aspects of FEMA programs from disaster preparedness to mitigation and grant applications to post-disaster response and recovery. Specializing in Hazard Mitigation Planning, Foster Morrison develops Hazard Mitigation Plans and Plan Updates that meet the requirements of the Disaster Mitigation Act (DMA) as well as the planning requirements of the Flood Mitigation Assistance (FMA) program and the National Flood Insurance Program’s (NFIP) Community Rating System (CRS). Our focus is to develop FEMA-approved, customized mitigation plans for communities that enable participating jurisdictions to be eligible for FEMA mitigation funds, and include comprehensive mitigation strategies designed to reduce hazard-related losses, enhance community capabilities, and make a community better able to respond and recover when disasters occur. Foster Morrison staff have been working together as a planning team developing hazard mitigation plans for clients around the country. Key geographic areas of expertise include California, Colorado, and Mississippi.

Jeanine Foster

Ms. Foster, a co-owner and Senior Project Manager with Foster Morrison, has over 24 years of environmental consulting experience, including significant project management experience and experience with environmental and hazard mitigation planning. Recent DMA planning experience includes Project Manager and Senior Mitigation Planner for over 30 plans. Notable plan experience includes: Placer County (CA) – original plan and plan update; Sacramento County (CA) – original plan and plan update; Amador County (CA) – original plan and plan update; Butte County (CA) – plan update; Sutter County (CA) – original plan and plan update; Calaveras County (CA) – original plan and plan update; Fresno County (CA) – original plan; City of Fullerton (CA) – original plan, the Calaveras County Water District (CA) - plan update; the City of Waveland (MS) – plan update and numerous other MS community plans; Los Alamos County (NM) – original plan and plan update; City of Boulder, (CO) – original plan; and the University of Colorado Boulder’s Disaster Resistant University (DRU) mitigation plan. Jeanine’s experience involves facilitating planning efforts within rural, mountainous, and urbanized counties that have included varying numbers of jurisdictions (single jurisdictions to over 50 jurisdictions), including plans with a focus on drought, wildfire, flood (CRS), earthquake, and hazardous materials related hazards and mitigation strategies. Her hazard mitigation planning experience includes project management, research and analysis of hazard, risk, and vulnerability data, identification and development of mitigation strategies, overall plan development and project team and stakeholder meeting facilitation. She has also worked on several plans prepared to meet the 2013 CRS schedule for Activity 510, Floodplain Management Planning. As well, under a NOAA grant, she has experience addressing climate change hazards as part of mitigation planning for a Mississippi coastal community as well as integrating climate change issues into California plans. Jeanine has a Doctorate of Jurisprudence from the University of Denver.


Chris Morrison

Chris is a co-owner of Foster Morrison Consulting and is the primary Mitigation Planner/Technical Editor for Foster Morrison. During the past 7 years, he has provided planning, research, writing, technical editing, and document production expertise to more than 35 different DMA plans for jurisdictions in California, Arkansas, Colorado, Louisiana, Mississippi, Missouri, Montana, Nevada, New Mexico, South Dakota, Virginia, Wisconsin, and Wyoming. He has worked on state, local, and tribal mitigation plans. Recently he has been a key mitigation planner on California Hazard Mitigation Plans for Placer County, Amador County, Butte County, Calaveras County, the Calaveras County Water District, Kern County, Sacramento County, City of Sacramento, Sutter County, and City of Fullerton. In addition, he has provided technical editing and document production services to clients such as the EPA, BIA, and large mining clients in the US, Russia, and Mongolia. He has also performed large scale technical editing on UFOC, SEC, U.S. Supreme Court, U.S. Appeals Court, State Supreme Court, and international court documents. During the completion of his Masters of Public Administration, he was educated in policy analysis, grant writing and management, legal analysis, legal research, and financial management for government and non-profit entities. Chris is also a Certified Floodplain Manager.
